President Joe Biden is set to speak before an audience of union members in Philadelphia Saturday in what will be his first rally since he declared his bid for a second term and comes as his campaign engagements ramp up. Biden begins his 2024 campaign in the same way he kicked off his run in 2020: in front of Pennsylvania laborers.
